Senate Bill Would Relax Payment Rules On Army Arsenals

A bill introduced in the Senate yesterday would relax an up-front payment rule for Army arsenals to make the facilities more competitive with private industry, according to its sponsors. Sens. Peter Fitzgerald (R-IL) and Hillary Clinton (D-NY) introduced the bill. Illinois is home to the Army's Rock Island Arsenal and New York is home to the Army's Watervliet Arsenal.
