Senate panel poised to fence Navy frigate funding until CAPE updates cost estimates

A Senate panel with oversight of the Pentagon's shipbuilding budget would fence procurement funding for the Navy's new Constellation-class frigate (FFG-62) program, citing concerns about the service's choice to not take a "gap year" after constructing the lead ship.
