Top Army General In Europe Opposes More Overseas Base Closures

Despite pressure from Congress and within the Defense Department to reduce excess capacity, the Army's top general in Europe opposes closing and realigning more U.S. military bases on the continent. Unlike the domestic Base Realignment And Closure (BRAC) process, which is unpopular on Capitol Hill and requires congressional consent, the Pentagon can close or realign overseas bases without asking lawmakers' permission.
