U.S. Officials Decline Russian Proposal to Extend 'INCSEA' to Subs

In talks this week with U.S. officials, Russian diplomats proposed a new bilateral agreement designed to prevent dangerous submarine incidents at sea, an agreement that would build upon a 1972 pact that covers surface ships, but U.S. officials declined the offer, a Navy spokeswoman told InsideDefense.com .
