Army senior leaders' memoranda on cross-functional teams

On Oct. 6, 2017, Army Chief of Staff Gen. Mark Milley and acting Secretary Ryan McCarthy issued a directive establishing cross-functional teams to pursue key modernization priorities, as well as a memorandum on implementation.
