CBO preliminary cost estimate of Chinese telecom amendment

On June 12, 2018 the Congressional Budget Office released its preliminary estimate of a proposed amendment to the fiscal year 2019 defense authorization bill "that payments that would be made prior to enactment by the Chinese telecommunications company ZTE, under current law, would be returned and that the probability of that company making subsequent penalty payments would decrease."
