In a Feb. 3, 2012, reprogramming request, Pentagon Comptroller Robert Hale asks congressional permission to shift $48.1 million in fiscal year 2012 spending to fund a raft of programs deemed "urgent warfighter" needs, specifically the Military Intelligence Program's intelligence support to cyber effort.
