The April 2009 Defense Science Board report "offers recommendations for rebuilding the defense acquisition process and provides insight for the defense secretary and his transition team to address critical acquisition challenges. Also includes an April 28 cover memo from Under Secretary of Defense for Acquisition, Technology and Logistics Ashton Carter."
