Esper's letter to Sen. Warren on recusal

In a July 19, 2019 letter, Army Secretary Mark Esper, at the time the nominee to become defense secretary and a former Raytheon executive, tells Sen. Elizabeth Warren (D-MA) he would recuse himself from "discussions or decisions about the proposed merger of Raytheon and United Technologies."
