GAO decision on Ligado ruling

August 13, 2020

The Aug. 13, 2020 Government Accountability Office decision finds that "because the Ligado Order falls within the [Administrative Procedure Act] definition of an order and not a rule, the Ligado Order is not a rule for purposes of" the Congressional Review Act.
