GAO decision on Ukraine military aid delay

In a Jan. 16, 2020 decision, the Government Accountability Office's comptroller general finds that "faithful execution of the law does not permit the president to substitute his own policy priorities for those that Congress has enacted into law," and concludes that the White House Office of Management and Budget violated the Impoundment Control Act.
