GAO report on conventional arms transfer policy

The Sept. 9, 2019 Government Accountability Office report finds that the Defense and State departments' "processes for reviewing proposed arms transfers are aligned with conventional arms transfer policy criteria and seek to ensure they are consistent with U.S. interests."
