Navy instruction on O&S cost program data collection

The Jan. 26, 2021 Navy instruction establishes "mandatory data reporting policy to meet the congressional requirement to provide complete, accurate, and timely Navy and Marine Corps Operating and Support (O&S) costs and related metrics for major weapon systems."
