Senate Dems' letter to Esper on COVID-19 spending

In a May 28, 2020 letter to Defense Secretary Mark Esper, Senate Democratic Whip Dick Durbin (D-IL) led several lawmakers, including Senate Appropriations Committee Vice Chairman Patrick Leahy (D-VT), expressing concern that the Defense Department has only spent 23% of the money Congress allocated in the Coronavirus Aid, Relief, and Economic Security Act.
