Stackley letter on AAG program's critical cost breach

In an April 7, 2017, letter, acting Navy Secretary Sean Stackley informs congressional leaders that the Ford-class aircraft carrier's Advanced Arresting Gear has incurred a critical cost breach after congressional authorizers made the Pentagon use a 2009 cost estimate as the program's baseline.
