Change In EELV Program Classification Triggers Nunn-McCurdy Breach

The Defense Department's acquisition chief reported a critical Nunn-McCurdy breach to Congress last month on the Air Force's Evolved Expendable Launch Vehicle program, a result of DOD reclassifying the EELV as a major defense acquisition program to comply with a congressional requirement.
