Congress pushes DOD to expand use of 'other transaction' agreements

The latest defense policy bill pushes the Defense Department to expand the use of other transaction authority by doubling the thresholds of approval for entering into such agreements and requiring DOD to establish a preference for using other transactions and experimental authority for prototyping programs. Under the fiscal year 2018 defense authorization bill, DOD agencies can enter into other transaction agreements for prototype projects worth up to $100 million without additional approvals, up from the current $50 million threshold.
