Army officials have begun planning for cuts in the service's program objective memorandum for fiscal years 2013 to 2017, mulling reductions of up to 15 percent in modernization, personnel and facilities, according to an internal Army briefing. By month's end, service officials are expected to report on 11 tasks handed down by leaders during deliberations that began recently over the Army's five-year spending plan.
