New memo details efforts to 'fundamentally alter' Army modernization

The Army's top civilian official recently clarified his instructions to a senior service leader charged with designing a new organization to oversee modernization. In a Nov. 7 memo, acting Secretary Ryan McCarthy revised his instructions to Lt. Gen. Edward Cardon, director of the Office of Business Transformation, on consolidating Army modernization under a single authority.
