House authorizers question new independent R&D requirements

The House Armed Services Committee is signaling it would like to see the suspension of a new rule requiring industry inform the Pentagon of its independent research and development projects. The Defense Department last year unveiled a rule that requires major contractors, beginning in fiscal year 2017, to engage "in a technical interchange with a technical or operational DOD Government employee before IR&D costs are generated" for the costs to be considered allowable.
