As the Pentagon prepares to wade back into the controversial matter of contract financing reform, Inside Defense has taken a comprehensive look at the remarkable chain of events that unfolded the first time DOD tackled this issue.

One year ago, the Defense Department proposed a change to a decades-old policy by which defense contractors are paid. Industry lobbyists quickly mobilized their allies on Capitol Hill against the proposal, arguing it would disrupt cash flow and weaken the industry.

The policy was eventually rescinded, and Shay Assad, DOD's top negotiator who helped craft the proposal, lost his position at the Pentagon.

Now, DOD wants to revisit the policy, but promises to engage the defense industry along the way.
