House passes massive spending bill; Trump says he'll sign

The House today voted 361-61 to pass an $857 billion fiscal year 2019 "minibus" spending package that includes $675 billion for defense and positions the Pentagon to get its first on-time appropriation in a decade.

President Trump said today he would sign the bill to avert a government shutdown.

"We're going to keep the government open," he said after a meeting with Japanese Prime Minister Shinzo Abe in New York, according to a pool report.

Along with defense, the bill would also appropriate money for the departments of Health and Human Services, Labor, Education and other related agencies.

The minibus passed by the House also includes a stopgap continuing resolution to temporarily fund until Dec. 7 any government agency not currently scheduled to receive an on-time appropriation. The CR includes the Department of Homeland Security, putting off any partisan debate on funding for a southern border wall until after November mid-term elections.

House Speaker Paul Ryan (R-WI) said today he is "confident" Trump will sign it.

"This funds our military, this funds opioids, this does a lot of the things we all want to accomplish together and we've had very good conversations with the president," Ryan told reporters.
