Today's INSIDER daily digest takes a look at the Pentagon's preparations as Congress seeks to avert a government shutdown as well as the latest on Compass Call fielding.

First, we have a look at the situation facing congressional appropriators as they return from recess this week:

Pentagon in the middle as Congress returns to partisan budget battle

The Pentagon and other federal agencies are preparing contingency plans in the event of a government shutdown should Congress fail to pass an appropriations package or extend an ongoing stopgap spending measure by midnight Friday.

Meanwhile, the Air Force says a continuing resolution through October could take a toll on the Compass Call effort:

Long-term CR could delay Compass Call fielding by at least a year

A continuing resolution that lasts until October could delay the Air Force's effort to move the EC-130H Compass Call's electronic attack and early warning capabilities to a new platform by at least a year, a service spokeswoman said last week.

Marine Corps Commandant Gen. Robert Neller has approved several force structure changes as part of a review commissioned last year:

The Marine Corps' project to reshape its force for future warfare has begun in earnest, as the service took steps this spring to re-organize the structure of command and infantry units, as well as identify several capabilities the service needs to make greater investments in, according to top officials.

The Navy has also taken another step in its effort to investigate hypoxia events related to the T-45:

Navy orders Boeing to delve into T-45 issues citing 'compelling urgency'

The Navy recently awarded Boeing a $700,000 sole source contract to delve into the T-45 Goshawk environmental control system due to "unusual and compelling urgency" after pilots reported an uptick in physiological episodes.

The service is set to issue a new document to replace its two-year-old “Naval Science and Technology Strategy:”

Navy to release new science and technology 'framework' this summer

The Navy will release a new document to guide the service's science and technology developments in July, according to an Office of Naval Research official.
