NAVSEA issues shipyard infrastructure optimization RFI

Naval Sea Systems Command is asking industry for information to help the service implement its $21 billion overhaul of the Navy's four public shipyards.

According to the request for information posted yesterday to Federal Business Opportunities, the Navy shipyard infrastructure optimization plan is currently "in Phase II of the advanced planning stage."

"[Program Manager Ships] 555 is seeking solutions to managing the immediate program goals and planning the execution of a massive 20-year recapitalization plan that includes addressing three major aspects of the infrastructure that supports depot level maintenance at the naval shipyards: dry docks, industrial buildings, and industrial equipment," the RFI reads.

"In determining the appropriate recapitalization strategy, the Navy is pursuing a digital twin of the infrastructure at the four public shipyards," it continues. "Part of the digital twin will include a current state model and a future state dynamic model that can be used for simulation analysis."

The Navy plans to spend $21 billion throughout a 20-year period on its plan to update the four public yards. Inside Defense reported last month that the Navy expects to complete the modeling and simulation phase for the digital versions of the four shipyards by the conclusion of fiscal year 2020.

According to the FBO posting, members of industry should present white papers responding to the RFI by June 15.
