Navy warns Congress continuing resolution disrupts readiness

A senior Navy official warned Congress Sept. 7 that "funding at prior-year levels through a continuing resolution not only disrupts the gains of [operational readiness], it begins to reverse them."

The warning came from Adm. Bill Moran, vice chief of naval operations, in prepared remarks to the House Armed Services seapower and projection forces and readiness subcommittees.

Moran and Rear Adm. Ronald Boxall, surface warfare director in the office of the chief of naval operations (N96), are testifying to the subcommittees today about the recent collisions of the destroyers Fitzgerald (DDG-62) and John S. McCain (DDG-56).
