POGO releases 'controlled unclassified' DOT&E report

The Project on Government Oversight has obtained and released the "controlled unclassified information" version of the annual report authored by the Office of the Director of Operational Test and Evaluation.

The Pentagon was criticized for a lack of transparency when it released the testing report in January and restricted key information on weapon system performance on the grounds it was considered “controlled unclassified information.”

POGO said that, among other things, the non-public version of the report they are releasing “reveals in greater detail the poor performance of” the F-35 Joint Strike Fighter program.

“The report shows that the fleet's average availability rate was just 61% (lower than the unambitious goal the Pentagon set for the program) and details struggles to obtain spare parts that contributed to such a low rate,” POGO said.
