The Army has adjusted the time line for the next round of awards on its Responsive Strategic Sourcing for Services contract vehicle, worth as much as $37.4 billion in total.
According to an Aug. 9 modification posted on Federal Business Opportunities, "the revised anticipated award date for the Phase 2 RS3 contracts is no later than October 2018."
The notice attributes the shift to "the volume of Phase 2 proposals received."
The initial RS3 solicitation stipulated a two-phase award process, with the second phase initiated only if deemed "necessary due to insufficient awards resulting from Phase 1." The document defines this as "less than 15 small businesses or less than 25 large businesses."
Phase 2 was triggered by the distribution of Phase 1 awards among 39 small and 15 large businesses. Phase 1 contract awards were issued May 15.
The Army intends to evaluate small and large businesses' separately and award contracts simultaneously, as in Phase 1. The Phase 2 contract awards will be "coterminous with the ordering period of the contracts awarded in Phase 1."
Some of the unsuccessful bidders received evaluation notices following Phase 1 awards, identifying procedural rather than technical (and thus disqualifying) flaws with their submissions.
Proteus Technologies filed a protest with the Government Accountability Office on May 26. GAO dismissed the protest July 7.
