SECNAV: Navy's FY-20 budget request includes funds for service-industry developed analytical tools

The Navy intends to ask Congress for funds to create force-level analytic tools developed jointly with industry in the fiscal year 2020 budget, according to the service's top civilian official.

"Moving forward, the FY-20 Navy budget features additional force-level analytic tools, developed at our federally funded research and development centers and in conjunction with industry that will further assist us in integrating valuation and capability assessments to optimize the Navy's budget for the highest warfighting return on investment," Navy Secretary Richard Spencer told the Senate Armed Services Committee today in his written testimony.

Spencer, Chief of Naval Operations Adm. John Richardson and Marine Corps Commandant Gen. Robert Neller are testifying to the committee about the service's FY-19 budget request.

During the hearing, Spencer told the committee he is working to create a relationship between the Naval Postgraduate School and the Defense Innovation Board to conduct research.

"If in fact they can commercialize that solution, we’ll take a licensing agreement and provide some value to us and value to them," Spencer said. "Then we can take that intellectual property and apply it within the DOD."

Spencer also said Under Secretary of Defense for Research and Engineering Mike Griffin is helping the Navy align its science and technology investment efforts with the National Defense Strategy.
