Inside Defense has obtained the Senate Appropriations Committee's report accompanying the fiscal year 2020 defense spending bill scheduled to be voted on today.

The toplines of the committee's bill adhere to a bipartisan budget deal, appropriating $622 billion in base spending, $70.7 billion in Overseas Contingency Operations and $1.7 billion in emergency funding.

Senate Democrats, however, have signaled they will not vote for the bill unless it restricts President Trump from diverting Pentagon funds toward the construction of a southern border wall.
