USAREUR to cut exercises to 'no more than 50' in FY-18

As the Army expands its rotational presence in Europe to deter Russia, the service is shifting its approach to multilateral exercises on the continent. While the creation of the European Reassurance Initiative in fiscal year 2016 drove a dramatic expansion of the number of exercises with U.S. Army Europe participation, FY-18 will see a reduction.
