The House Appropriations Committee is poised to pass a fiscal year 2020 defense spending bill Tuesday that would rescind more than $3 billion from major weapon system programs. The proposed rescissions are mostly for funds appropriated in FY-19 and FY-18, though some rescissions are for FY-13 and FY-12 money, according to a report accompanying a draft of the committee’s bill.
