Senate bill would require a 'senior technical authority' for each Navy ship program

In response to a critical report by government auditors, the Senate today passed legislation that would direct the Navy to have a "senior technical authority" for each ship class and bars the service from using funds for lead vessels until lawmakers receive an appropriate certification.
