DOD's border wall reprogramming action

In a Feb. 13, 2020 reprogramming memo, acting Pentagon Comptroller Elaine McCusker shifts $3.8 billion from various weapon system accounts -- including the F-35 Joint Strike Fighter, humvees, V-22 Ospreys, C-130 aircraft and others -- to fund the president's proposed southern border wall with Mexico.
