GAO finds 'partial progress' in reforming security clearance process

While federal agencies have massively reduced the background investigations backlog and published a new set of vetting principles, officials still need to issue new investigative guidelines, develop a workforce plan to meet future investigations requirements, and better secure legacy IT systems.
