Former Deputy Defense Secretary David Norquist has joined law firm Covington and Burling as a senior adviser.

Norquist served as the Pentagon's No. 2 civilian from 2019 to early 2021. Prior to that, he served as Pentagon comptroller and launched the first-ever audit of the Defense Department.

Norquist also served as acting defense secretary in the early days of the Biden administration.

"Covington is widely regarded as one of the top firms in the defense industry due to its strong culture of collaboration and for placing policy expertise at the heart of its advisory, legal, and regulatory practices," Norquist said in a statement. "I'm excited to join this dynamic team of lawyers and advisors and look forward to the opportunity to build on my past experience."

Doug Gibson, chair of Covington's management committee, said Norquist is "uniquely positioned to understand the challenges and priorities" facing the firm's defense industry clients.

"His addition is a significant resource for our clients and adds further depth to our practice at a time when national security issues continue to receive significant attention from all levels of government," Gibson said.
