The Navy's 30-year shipbuilding plan, released last week , calls for fewer large amphibious ships than the Marine Corps says it needs. That aspect of the plan, and the Navy’s decision not to fulfill a block-buy contract for four amphibious ships despite a “handshake agreement” with shipbuilder Huntington Ingalls Industries, has caught the attention of lawmakers.
