Draft Instruction Encourages Use of Expendable Equipment in Stability Ops

In future stabilization operations, U.S. forces should deploy with equipment they intend to leave overseas, according to a draft version of the Defense Department's forthcoming policy instruction for stability operations, which is circulating among military planners.
