Pentagon Comptroller Robert Hale last month routed $192 million from the Counterintelligence Field Activity, dismantled last August, to the Defense Intelligence Agency after lawmakers moved last fall to continue funding the controversial office during fiscal year 2009, according to officials and documents. In a Feb. 27 reprogramming notice, Hale also reshuffled $13 million within a counterintelligence line of the Pentagon's defense-wide research, development, test and evaluation account, bringing the total amount of what the document dubs a "CIFA-to-DIA functional transfer"...
