Levin: Gates to Announce FY-10 Changes Before Budget Goes to White House

Defense Secretary Robert Gates is poised to take the unusual step of releasing his recommendations for fiscal year 2010 defense budget changes before submitting the full plan to the White House Office of Management and Budget, a top Senate Democrat said today.
