Young Criticizes 'Flawed Contract Strategy' Behind Future Combat Systems Program

The "flawed" fee structure of the Army's Future Combat Systems program featured high fixed fees and was not focused enough on objective results, the Pentagon's outgoing chief procurement official said today. In announcing the cancellation of the manned ground vehicle component of the Army's top modernization effort earlier this month, Defense Secretary Robert Gates said he was "troubled by the terms of the contract, particularly in its very unattractive fee structure."
