Members of the Virginia congressional delegation today challenged the legal basis of Defense Secretary Robert Gates' recommendation to close U.S. Joint Forces Command , lambasting the Defense Business Board's study -- on which the move to close the Virginia facility was partially based -- as "superficial research" lacking "analytical rigor."
