In an Aug. 3 memo to Pentagon acquisition executive Frank Kendall, the Director of Operational Test and Evaluation, J. Michael Gilmore, writes that recent developmental testing on the Navy's Remote Minehunting System shows "no statistical evidence that the system is demonstrating improved reliability, and instead indicates that reliability plateaued nearly a decade ago.
