As Congress remains gridlocked over fiscal year 2016 defense spending, Pentagon budget watchers will spend the coming weeks closely eying Defense Secretary Ash Carter, who is expected to issue strategic budget guidance in late July that would direct new FY-17 investments in space, cyber and nuclear capabilities, as well as new efforts to counter Russia in Eastern Europe.
