DOT&E Seeks Own Budget To Acquire Foreign Materiel In Annual Report

The Defense Department's director of operational test and evaluation is requesting a non-expiring budget to procure foreign weapons and materiel, according to an annual report to Congress obtained by Inside the Pentagon Jan. 16. The report states that the funding authority is needed due to the "inherent challenge of developing reliable sources for foreign materiel, negotiating the acquisition of foreign materiel and the difficulty of using annual appropriations for foreign materiel acquisitions."
