Appropriators tighten focus on military's unfunded priorities lists

A new spending deal passed by Congress contains a provision mandating U.S. military leaders provide lawmakers with additional information when they submit their annual lists of "unfunded priorities," such as whether or not they have yet obligated previously appropriated UPL funds. The military services and combatant commands -- as statutorily required -- sent Congress unfunded priorities lists for fiscal year 2022 that amounted to more than $19 billion, which is separate from the president’s official budget request.
