President Bush yesterday waived a congressional restriction on funding for the Korean Peninsula Energy Development Organization, a New York-based group that is building two light-water nuclear reactors (LWRs) in North Korea. The fiscal year 2003 Omnibus Appropriations Act allows the president to give up to $5 million to KEDO for administrative expenses if he concludes the money is needed to promote national security.
