As Congress Debates War Supplemental, Army Plans $750 Million Transfer Request

The Army and the Office of the Secretary of Defense plan to ask Congress this week to transfer $750 million to prevent the service from running out of money to pay civilian workers as it awaits a desperately needed supplemental bill, according to a senior budget official.
