Cook: Too early to talk veto for authorization bill

It is too early in the legislative process to state whether Defense Secretary Ash Carter would recommend President Obama veto the fiscal year 2017 defense policy bill, despite concerns over House authorizers' proposal to shift billions of dollars from the Pentagon's overseas contingency operations account into the base budget, according to a Defense Department spokesman.
