DCMA Approves New Lockheed EVMS Fixes, But Withholding To Continue

The Defense Contract Management Agency has formally approved a plan by Lockheed Martin to fix deficiencies in its earned value management system, a business tool used to track cost and schedule on major programs, clearing the way for Lockheed to resume collecting payments that have been withheld for months. DCMA began withholding 2 percent of billing and other progress payments to Lockheed in February 2012, then increased that figure to 5 percent in June because of the company’s continued failure...
