The Defense Department intends to install a permanent organization dedicated to homeland security by June, according to a recent internal memorandum. Defense Secretary Donald Rumsfeld last week directed Deputy Defense Secretary Paul Wolfowitz to establish a formal staff and director for homeland security. Following the Sept. 11 terrorist attacks on the Pentagon and New York's World Trade Center, Army Secretary Thomas White was named the interim executive agent for homeland security.
